To join Boy Scouting, a boy does not have to be (or have been) in Cub Scouts. He must be 11 years old, or one who has completed the fifth grade or earned the Cub Scout Arrow of Light Award and is at least 10 years old, but is not yet 18 years old. Complete a Boy Scout Youth Application and the BSA Annual Health & Medical Record Forms (Parts A, B & C) signed by your parent or guardian, and by your physician.

The passage from Cub Scout pack to a Scout troop should be smooth, with no time lost in between. By the time Webelos Scouts are ready to cross over, they and their families should be familiar and comfortable with the youth and adult leaders of the Troop, their role in the Troop and Troop activities, and should feel excited about beginning this new adventure.
